The AF 3323 1937 O gauge

This is a recent purchase of mine. The is an O gauge three rail engine. I was in the back on a shelf at local antique shop.
The cab is damaged, and the drive wheel are shot but I am confident I can get replacements.
 
 

The reverse switch is a slide on the front of the engine. A bonus feature is the bell in the back.

My problem is verifying the engine. This information was on the tag when I bought it.
Is it  3323? A you tube video had one but it was not the bell version, Another video has a bell. but had a side switch and was listed as a 3307.

Another puzzle I have is the purpose of a side arm as viewed here.

The brass trim on the sideboard makes it look like a 3315 which has a bell.
